No. On the national level, BuyBoard is a cooperative formed between the National School Boards Association (NSBA) and several state school board associations to streamline the buying process for schools, municipalities, and other public entities.

The Texas Cooperative is open to all local governments and other political subdivisions in the state authorized to be a party to an interlocal cooperation agreement under the Interlocal Cooperation Act.
